BALLOT ISSUES

 

The following issues are to be submitted to the qualified voters of the respective districts at the General Municipal Election to be held in the County of Lincoln, State of Missouri on the 2nd day of April, 2019, as certified to this office. 

 

Lincoln County, Missouri

PROPOSITION 911

     Shall the County of Lincoln impose a county sales tax of one-half percent (1/2%) for the purpose of providing central dispatching of fire protection, emergency ambulance service, including emergency telephone services, and other emergency services?

 

School District No. R-III of Lincoln County, Missouri

PROPOSITION K.I.D.S.

Shall the Board of Education of the Lincoln County R-III School District, Missouri, without an estimated increase in the current debt service property tax levy, borrow money in the amount of Twenty Four Million Five Hundred Thousand Dollars ($24,500,000) for the purpose of providing funds to complete an enhancement of safety and security of building entrances at all facilities to adapt to the 21st century needs; to accomplish numerous facilities maintenance improvements such as, paving, roof repairs and replacement, bus garage renovations, energy efficiency (heating, ventilation, and air conditioning - HVAC), plus lighting upgrades at the high school, Lincoln-Boone and William Cappel Elementary schools; to fund classroom technology improvements to the existing facilities of the District; to prepay lease financing of the fine arts center to free-up funding for other educational programs; to complete improvements to the athletic facilities of the District; to the extent funds are available, to complete other repairs and improvements to the existing facilities of the District; and issue bonds for the payment thereof? 

 

If this proposition is approved, the adjusted debt service levy of the School District is estimated to remain unchanged at $1.6021 per one hundred dollars of assessed valuation of real and personal property.

 

School District No. R-II of Warren County, Missouri

PROPOSITION J

     Shall the Wright City R-II School District of Warren County, Missouri, become a part of and be annexed to St. Charles Community College, also known as the Community College District of St. Charles, Missouri, effective July 1, 2019?

 

     If this question is approved, the overall tax levy in the School District will increase by the Community College tax levy of $0.1796 per one hundred dollars of assessed valuation.

 

School District No. R-III of Warren County, Missouri

PROPOSITION J

     Shall the Warren County R-III School District of Warren County, Missouri, become a part of and be annexed to St. Charles Community College, also known as the Community College District of St. Charles, Missouri, effective July 1, 2019?

 

     If this question is approved, the overall tax levy in the School District will increase by the Community College tax levy of $0.1796 per one hundred dollars of assessed valuation.

 

Wright City Fire Protection District

PROPOSITION S

     Shall the Board of Directors of the Wright City Fire Protection District be authorized to levy an additional tax of not more than seventeen cents ($0.17) on the one hundred dollars assessed valuation to provide for the support of the District?

 

     The District intends to use the proceeds for the purpose of providing quality emergency services to the community by keeping current staffing levels, maintaining all four fire stations with the District, and ensuring access to appropriate training for its staff.

 

City of Winfield

PROPOSITION

     Shall the City of Winfield, Missouri be authorized to forgo annual elections if the number of candidates who have filed for a particular office is equal to the number of positions in the office to be filled by the election?

 

City of Hawk Point

PROPOSITION

     Shall the City of Hawk Point, Missouri, be authorized to forgo annual elections if the number of candidates who have filed for a particular office is equal to the number of positions in the office to be filled by the election?

 

City of Foley

CITY SALES TAX

     Shall the City of Foley impose a city sales tax of Two Percent (2%) percent?

 

City of Silex

PROPOSITION W

     Shall the City of Silex, Missouri, issue its waterworks system revenue bonds in the amount of $2,500,000 for the purpose of acquiring, constructing, extending and improving the City’s waterworks system, including the acquisition of real estate and easements related thereto, the cost of operation and the principal of and interest on said revenue bonds to be payable solely from the revenues derived by the City from the operation of the waterworks system, including all future extensions and improvements thereto?

 

NON-ELECTION DISTRICTS

 

The following positions have been filled pursuant to Section 115.124.1 RSMo. which states that if the notice of filing provided for in Section 115.127 RSMo. has been published in at least one newspaper of general circulation in the district and the number of candidates who have filed for a particular office is equal to the number of positions in that office to be filled by the election and no ballot measure is placed on the ballot such that a particular political subdivision will owe no proportional election costs if an election is not held, no election shall be held, and the candidates shall assume the responsibilities of their offices at the same time and in the same manner as if they had been elected.
