BALLOT ISSUES

The following issues are to be submitted to the qualified voters of the respective districts at the General Municipal Election to be held in the County of Lincoln, State of Missouri on the 3rd day of April, 2018, as certified to this office. 

 

School District No. R-II of Lincoln County, Missouri

PROPOSITION 2

Shall the Board of Education of the Elsberry R-II School District, Missouri, without an estimated increase in the current debt service property tax levy, borrow money in the amount of Two Million Five Hundred Thousand Dollars ($2,500,000) for the purpose of providing funds to complete renovations that provide for safe and secure entrances at the high school, middle school, elementary school, and administrative offices; renovate District bathrooms; upgrade the heating, ventilation, and air condition (HVAC) system and light fixtures at the Agriculture Building; repave the parking lot; to the extent funds are available, complete other repairs and improvements to the existing facilities of the District; and issue bonds for the payment thereof?

 

If this proposition is approved, the adjusted debt service levy of the School District is estimated to remain unchanged at $1.3806 per one hundred dollars of assessed valuation of real and personal property.

 

School District No. R-III of Pike County, Missouri

PROPOSITION 2

     Shall the Board of Education of the Pike County R-lll School District, Missouri, be authorized to increase the operating tax levy ceiling by $0.3300 to $4.2515 per one hundred dollars of assessed valuation in order to provide additional funds to maintain its facilities and meet the operating expenses of the District?

 

     The District intends to reduce the debt service levy by $0.3300 per one hundred dollars of assessed valuation in order to offset the estimated $0.3300 per one hundred dollars of assessed valuation increase to the operating levy and will result in no net increase to the total tax levy if this Proposition is approved by the voters. Approval of this proposition increases the District's operating tax levy ceiling to $4.2515 per one hundred dollars of assessed valuation and will be applied to the assessed valuation in tax year 2018 and each year thereafter.

 

Wright City Fire Protection District

PROPOSITION C

     Shall the Wright City Fire Protection District issue its general obligation bonds in the amount of Seven Million Dollars ($7,000,000) for the purpose of acquiring, constructing, renovating, maintaining and equipping fire stations and related facilities and acquiring new and replacement fire-fighting equipment and vehicles to carry put the objectives and purposes of the District?

 

     The authorization of the bonds will authorize the levy and collection of an annual tax in addition to the other taxes provided for by law on all taxable tangible property in the District sufficient to pay the principal of and interest on the bonds as they fall due and to retire the same within twenty years from the date thereof.

 

PROPOSITION S

     Shall the Board of Directors of the Wright City Fire Protection District be authorized to levy an additional tax of not more than thirty-four cents on the one hundred dollars assessed valuation to provide for the support of the District?

 

     The District intends to use the proceeds for the purpose of providing quality emergency services to the community by keeping current staffing levels, maintaining all four fire stations with the District, and ensuring access to appropriate training for its staff.

 

NON-ELECTION DISTRICTS 

The following positions have been filled pursuant to Section 115.124.1 RSMo which states that if the notice of filing provided for in Section 115.127 RSMo. has been published in at least one newspaper of general circulation in the district and the number of candidates who have filed for a particular office is equal to the number of positions in that office to be filled by the election, no election shall be held for such office, and the candidates shall assume the responsibilities of their offices at the same time and in the same manner as if they had been elected.
