BALLOT ISSUES

 

The following issues are to be submitted to the qualified voters of the respective districts at the Municipal General Election to be held in the County of Lincoln, State of Missouri on the 7th day of April, 2020, as certified to this office. 

 

School District No. R-IV of Lincoln County, Missouri

PROPOSITION K.I.D.S.

     Shall the Board of Education of the Winfield R-IV School District, Missouri, without an estimated increase in the current debt service property tax levy, borrow money in the amount of Ten Million Five Hundred Thousand Dollars ($10,500,000) for the purpose of providing funds for the betterment of school facilities including, without limitation: to construct, equip, and furnish a new middle school for sixth through eighth grades and a new Ag facility to include two new classrooms; to build an addition to the current multipurpose/weight room building creating a new locker room facility; to complete safety and security upgrades including a secure entry vestibule at the current middle school and a District-wide intruder alert system; to the extent funds are available, renovate the existing middle school building; and issue general obligation bonds for the payment thereof?

 

     If this proposition is approved, the adjusted debt service levy of the School District is estimated to remain unchanged at $1.3503 per one hundred dollars assessed valuation of real and personal property.

 

Reorganized School District No. 3 of Warren County, Missouri

PROPOSITION W

Shall the Board of Education of the Reorganized School District No. 3 of Warren County, Missouri, be authorized to increase the operating tax levy by $0.3900 per one hundred dollars of assessed valuation for the purposes of attracting and retaining quality certified staff and support staff, and meeting additional operating expenses?

 

If this proposition is approved, the adjusted operating tax levy of the District is estimated to increase by $0.3900 from $3.6159, currently, to $4.0059 per one hundred dollars of assessed valuation for the 2020 Tax Year and can be applied to the assessed valuation for each year thereafter.

 

Northwest Fire Protection District

QUESTION

     Shall the Board of Directors of Northwest Fire Protection District be authorized to levy a tax of not more than 30 cents on the $100.00 assessed valuation to replace the dues currently collected to provide funds for the support of the District?

                                                                           

Hawk Point Fire Protection District

PROPOSITION CS

     Shall the Board of Directors of the Hawk Point Fire Protection District be authorized to levy an additional tax of not more than fourteen cents on the one hundred dollars assessed valuation to provide funds for support of the District?

 

     The District intends to use the proceeds for the purpose of providing quality emergency service to the community by updating equipment, purchasing firetrucks and other apparatus, and ensuring access to appropriate training for its staff.

 

City of Troy, Missouri

PROPOSITION 1

     Shall the City of Troy, Missouri impose a local use tax at the same rate as the total local sales tax rate, currently TWO percent (2.00%), provided that if the local sales tax rate is reduced or raised by voter approval, the local use tax rate shall also be reduced or raised by the same action?

 

     A use tax return shall not be required to be filed by persons whose purchases from out-of-state vendors do not in total exceed two thousand dollars in any calendar year.

PROPOSITION RESTORE FOLEY

     Should the City of Foley be allowed to increase its Sales Tax Rate by 0.5% to meet its financial needs after the flood of 2019?

PROPOSITION KEEP FOLEY STRONG

     Should the City of Foley be allowed to increase its Sales Tax Rate by 0.5% to bring it in line with neighboring municipalities?

The following positions have been filled pursuant to Section 115.124.1 RSMo. which states that if the notice of filing provided for in Section 115.127 RSMo. has been published in at least one newspaper of general circulation in the district and the number of candidates who have filed for a particular office is equal to the number of positions in that office to be filled by the election and no ballot measure is placed on the ballot such that a particular political subdivision will owe no proportional election costs if an election is not held, no election shall be held, and the candidates shall assume the responsibilities of their offices at the same time and in the same manner as if they had been elected.
